The following mortgage down payment assistance programs were developed by the Maryland Department of Housing & Community Development (DHCD). See more information about local Maryland down payment assistance programs.

Down Payment and Settlement Expense Loan Program (DSLEP)

Borrowers who are approved to purchase a home using a Community Development Administration (CDA) first mortgage loan are able to apply for this Maryland down payment assistance program.

  • Maximum interest-free loan of $5,000 for first-time homebuyers
  • Total Household income cannot exceed 55% of the Area Median Income
  • Payable upon payoff of your first mortgage, sale of your home, or transfer of title

House Keys 4 Employees (HK4E)

Available to borrowers receiving contributions from participating employers and are using a Maryland Mortgage Program loan, offering additional Maryland down payment / closing cost assistance than what is available through DSLEP.

  • DHCD will match contributions, dollar-for-dollar, for a maximum interest-free loan of $2,500
  • Contributions from local jurisdictions, unions and/or nonprofit agencies may be combined; however, the HK4E match will not exceed $2,500

Builder/Developer Incentive Program (BDIP)

Available to borrowers receiving contributions from participating builders/developers and who meet the requirements of the Maryland Mortgage Program, offering additional Maryland down payment / closing cost assistance than what is available through DSLEP.

  • DHCD will match contributions, dollar-for-dollar, for a maximum interest-free loan of $2,500
  • Contributions from local jurisdictions, unions and/or nonprofit agencies may be combined; however, the BDIP match will not exceed $2,500

Community Partner Incentive Program (CPIP)

Available to borrowers using a Maryland Mortgage Program loan and who are receiving contributions from participating community partners, offering additional Maryland down payment / closing cost assistance than what is available through DSLEP.

  • DHCD will match contributions, dollar-for-dollar, for a maximum interest-free loan of $2,500
  • Contributions from local jurisdictions, unions and/or nonprofit agencies may be combined; however, the CPIP match will not exceed $2,500

Base Realignment and Closure (BRAC) Match Program

Available to federal employees (civilian and military) using a Maryland Mortgage Program loan and who are relocating to Maryland as a result of the 2005 BRAC decisions.

  • Maximum interest-free  loan of $2,500
  • Payable upon payoff of your first mortgage, sale of your home, or transfer of title
  • May be combined with other DHCD Maryland down payment/closing cost assistance programs

Home Buyer’s Education

To qualify for down payment assistance in Maryland, all buyers are expected to attend a homebuyer’s workshop.
